Randy Weir
Founder
Randy is the Founder and Principal of RS Weir General Contracting, a firm renowned for constructing architect designed, high end residential properties of exceptional craftsmanship and precision. Since founding the company in April 1976, Randy and the RS Weir General Contracting team have built more than homes — they have built a legacy grounded in integrity, meticulous detail, and steadfast collaboration with some of the most respected architects and designers in Hawaii and on the mainland.
For five decades, RS Weir General Contracting has delivered projects defined by architectural and structural rigor and lasting quality. Each residence reflects Randy’s belief that the builder’s responsibility extends beyond materials and timelines — to the realization of the architect’s, structural engineer’s, and client’s vision without compromise. His company’s reputation rests on transparency, disciplined project management, and a relentless respect for craft, qualities that have earned the trust of clients, architects, engineers, and peers.
Randy, born and raised on Kauaʻi, completed three university degrees between 1964 & 1971: Construction/Engineering (Arizona State University), Business Economics & Statistics and a graduate degree in Economics (University of Hawaii).
He began learning the fundamentals of construction and project management long before the firm’s establishment. This included after school work through high school and college and as a project engineer for Standard Oil Company while earning the business and economics degrees. After returning to Kauaʻi in 1971 he was a supervisor for another Kauaʻi builder until April of 1976, when he started the company. The hands on experience and education still defines the company’s approach today: precision in execution, clarity in communication, and pride in process. His leadership has guided complex builds that blend traditional techniques with modern engineering, ensuring each project endures both structurally and aesthetically.
Now after fifty years in business, RS Weir continues to mentor the next generation in the company, passing on the principles that shaped the firm’s success — honesty in contract, excellence in workmanship, and the understanding that every specification of the architects, structural engineers, and interior designers deserves to be strictly followed in the field. His outlook remains direct and uncompromising: Do what you say you will do, always respect the design, clients’ wishes, and, above all, their privacy.
Outside of work, Mr. Weir remains a lifelong learner and admirer of fine design, craftsmanship, and the disciplines of architectural and structural design.
Heather Barth
Partner/Office Manager
Born and raised on Kauaʻi, Heather Barth proudly continues her family’s legacy as the daughter of Randy Weir. Since joining the company in 1992, she has become a cornerstone of the team, offering decades of experience along with a steady, knowledgeable presence.
As Partner and Office Manager, Heather oversees accounts payable and receivable, payroll, human resources, and insurance, playing a key role in keeping daily operations running smoothly and efficiently. Her attention to detail and organizational expertise ensure the office remains well-managed and responsive.
Outside of work, Heather is deeply family-oriented, celebrating over 25 years of marriage. She shares a close bond with her son, who is a member of the framing crew. She enjoys staying active outdoors—whether mountain biking or spending time with her horses—reflecting her adventurous spirit and strong connection to nature.
Known for her pro-active and dynamic style, Heather is a trusted and valued resource for both colleagues and clients.
Keith Kimball
Managing Partner
Born on the east coast and living a few years in rural northeast Washington, Keith settled on Kauaʻi in 1997 where he met his wife and had three children. He developed a passion for woodworking at a very young age, from building playhouses to attempts at furniture pieces and even a log cabin from trees felled, unbeknownst to his parents, on a neighbor’s property. This passion, fueled by an entrepreneurial spirit, led him to start a small construction business out of high school where he broadened his knowledge and experience in all phases of the build process. His pursuit of excellence brought him to RS Weir General Contracting in 2001 where he was faced with exciting new challenges that presented opportunities for growth in not only his craftsmanship skills, but also in his leadership and organizational abilities. With a keen eye for detail and extensive knowledge gained through decades of involvement in the construction of Kauai’s finest homes, he has embraced his role as a managing partner for the firm and finds great fulfillment in helping to further advance its reputation for delivering the highest level of quality and service to premier architects, designers and clients.
Brendan O’Connor
Partner/Superintendent
Brendan O’Connor moved to Kauaʻi post-Iniki in 1992. He had the good fortune to meet Randy Weir in 1996, the year his first child was born, and ended up working for the company instead of leaving to work in Alaska as anticipated. He worked for RS Weir as a framer and foreman for 11 years before moving to Oregon to spend some time closer to family. In 2016, he again was fortunate to receive a call from Randy to come back and work for the company, and has been here since. With the experience gained from over 40 years in construction and building some of the finest homes on the island, he enjoys passing on what he’s learned to the next generation of builders.
Christian Brooks
Partner/Project Manager
With over three decades of experience in the construction industry, Chris brings a deep foundation of craftsmanship, leadership, and dedication to every project. He began his career immediately after high school as a carpenter, developing the hands-on skills and work ethic that would shape his future.
Driven by a goal to own his own business, Chris went on to become an owner-operator of a residential construction company in Washington State, where he successfully built and managed high-quality residential & light commercial projects for 13 years. His work reflected a strong commitment to precision, durability, and client satisfaction.
In 2013, Chris relocated from his birthplace in Washington State to Kauaʻi, where he has since established both his home and professional presence. After spending his initial years on the island immersing himself in the local building environment, he joined the highly respected team at RS Weir General Contracting. Over the past decade, Chris has served as a Project Manager specializing in luxury homes that are produced with exceptional craftsmanship, seamless teamwork, and an unwavering focus on quality.
Chris’s consistent commitment to excellence and leadership has earned him the opportunity to become a partner in the company, helping to carry forward the legacy of a more than 50-year-old firm known for its integrity and superior work. Today, he continues to play a key role in managing and delivering some of the finest custom homes on the island.
Dustin MacDonald
Partner/Superintendent
Dustin MacDonald grew up on Kauaʻi and has been building homes for over 30 years. With deep roots in the island community, he brings both experience and local knowledge to every project. He joined R.S. Weir General Contracting in 2004 and has consistently contributed to the success and reputation of the company’s work.
Dustin thrives on challenging projects and is valued not only for his craftsmanship, but also for his high energy, positive attitude, and ability to connect with people. He takes pride in mentoring the next generation of builders, sharing his experience and helping others grow in the trade.
He lives in Wailua, where he was raised, with his wife and their three sons—two of whom now work alongside him in the company. Outside of work, Dustin plays an active role in the community by running skate parks across Kauaʻi. He’s passionate about skating and surfing and spends as much time as he can enjoying the outdoors.
Harry Jordan
Project Engineer
Harry Jordan graduated college in 1975 and started working as a high school math teacher. While living in Orange County, California, he was inspired by the growth of new residential communities and decided to pursue carpentry full-time. In the summer of 1977, he joined the Carpenter’s Union in Huntington Beach as an apprentice, launching what would become a decades-long career in the trade.
Harry spent several years building homes throughout Orange County, developing a strong foundation in craftsmanship and construction. In 1993, he moved to Kauaʻi with his family, where he helped rebuild homes and resorts damaged by Hurricane Iniki. The experience further shaped his skills and deepened his commitment to quality work.
Since joining R.S. Weir General Contracting in 2003, Harry has contributed to the construction of many fine homes. Over the years, he has continued to refine his techniques while staying open to new methods and improvements in the industry. He takes great pride in sharing his knowledge and experience with the next generation of builders, helping to carry on the values of craftsmanship and dedication.
Jonathan Hartshorn
Project Manager
Jonathan grew up in Texas and started his first job in a cabinet shop at just fifteen years old. What began as an after school job turned into a twenty-five-year career in custom cabinetry, where he developed a deep respect for craftsmanship, precision, and the realities of building with his own hands. That hands-on foundation continues to shape his approach today—every system he designs or improves is grounded in real world experience and an understanding of how work actually gets done.
Jonathan moved his family to Kauaʻi in 2016 and continued to broaden his construction knowledge and experience as a carpenter and superintendent in the local building industry. Since joining the team at RS Weir, Jonathan focuses on design, engineering, and the integration of digital tools that elevate construction quality and efficiency. With expertise in AutoCAD, Bluebeam, and engineering focused platforms, he bridges the gap between concept and constructability. He’s known for practical problem solving, attention to detail, and the ability to translate complex technical requirements into clear, actionable solutions that support projects from design through execution.
Jonny Weir
Field Supervisor
Jonny grew up on job sites, working alongside his dad, Randy Weir, and the crew at R.S. Weir General Contracting from an early age. After high school, he spent about ten years living in California before returning home and back to his roots in construction.
Jonny has now been working full time as a carpenter since 2015 and genuinely enjoys what he does. He believes there’s something special about being part of a family business where the work is meaningful and the environment is positive. He looks forward to getting up and going to work every day, especially knowing he’s part of a team that feels more like friends than coworkers.
Outside of work, Jonny enjoys spending time with his kids, often heading to the beach on weekends. In his spare time, you can usually find him riding bicycles or out on dirt bikes, making the most of the outdoors.
Mike Kilcoyne
Project Manager
Mike was born and raised on Kauai’s south shore and spent most of his younger days surfing, but also grew up on and around construction sites with his father who was a builder and general contractor. Mike developed an interest in building, construction, and how things are made early on, which led him to study Mechanical Engineering at the University of San Diego. Since graduating in 2018, Mike has worked several positions in both engineering and construction management capacities on residential, commercial and government projects. Over time Mike realized that his true interest and passion was in the finer details of the building process, which drew him towards high-end residential projects and eventually to joining the RS Weir General Contracting team. Mike enjoys planning, problem solving, and simplifying complex tasks into actionable, bite-sized pieces. This approach fuels his commitment to delivering high-end architectural homes with uncompromised quality and a mindfulness for the constraints of budget and schedule.
